[求助] 把Surface and interface analysis上的论文挂到网上是否要交钱？

投稿Surface and interface analysis成功一篇，现在还是early view。我想请教大家，这个杂志把文章挂到网上的话是否需要作者交钱？
这个杂志有以下说明：
OnlineOpen is available to authors of primary research articles who wish to make their article available to non-subscribers on publication, or whose funding agency requires grantees to archive the final version of their article. With OnlineOpen the author, the author's funding agency, or the author's institution pays a fee to ensure that the article is made available to non-subscribers upon publication via Wiley Online Library, as well as deposited in PubMed Central.

OnlineOpen is available to authors of primary research articles who wish to make their article available to non-subscribers on publication, or whose funding agency requires grantees to archive the final version of their article in PubMed Central. With OnlineOpen the author, or a funding agency or institution, pays a fee to ensure that the article is made open access. The OnlineOpen fee is fixed at US$3000 for most journals.
