ICWREE 2011 没戏了 已有2人参与

In other words, we no longer consider the copyright to your paper to be owned by IEEE. This, in effect, returns the full rights of ownership to your work back to you, which means you are free to resubmit your paper to another conference or publication. I hope you will feel free to let me know if you should have any questions related to this matter.
