PCCP发理论文章越来越难了？

最近投了一篇PCCP文章，二审被拒了，尝试着APPEAL一下，杂志社也受理了，最后APPEAL成功，然而编辑却又把文章拒了，这不是开玩笑吗，既然这样还同意APPEAL干嘛？文章折腾了快一年，影响因子高了以后PCCP就是牛啊！ Dear: We have received the required referee reports for your appeal (copied below). Your appeal case was initially reviewed by an appeal referee and then sent to a member of our editorial board, for approval of the proposed appeal decision. Unfortunately, in this instance, although the appeal referee recommended acceptance of your paper, the editorial board member feels that the work is not suitable for PCCP. As such, I regret to inform you that your appeal in this case has been unsuccessful. I am sorry not to have better news for you and I hope this outcome will not discourage you from the submission of future manuscripts.
