严格的讲，不管是中文还是英文，都不允许相同。
如果是同一个人发的，属于一稿多投；如果是不同人发的，就属于抄袭。很多国外期刊的的征稿要求中都会有"If the article is accepted for publication it must not be published elsewhere in the same form,
in English or in any other language, without the written consent of XXXXXX"等类似的话
当然，国内还有些期刊，比如中国科学，它既有英文版，也有中文版，而且过去很长时间都是中英对照地发。
