We do not doubt the technical quality of your work, but feel that there is insufficient impact on a broader readership to justify publication in CES instead of a more specialized journal.

这种情况经常是写作有问题，创新及意义没有说清楚（thorough discussion of the results and their implications,）。找几篇最近的文章，仔细比较一下（从贡献到文章结构，从摘要到引用的文献），将文章改好，找个合适的投。
