[求助] 帮忙看一下，编辑是什么意思？

我投的这个期刊才投了两天，状态显示为
这个return for major rewriting是什么意思，是技术审查没通过吗？
另外编辑的回信里面，说：

We now have referees' comments on the above paper.  I am pleased to tell you that the work is of interest, but regret to say that the paper is not considered suitable in its present form for publication in Surface Engineering.  The reasons are detailed in the comments below.
You will see that a number of general and specific points are mentioned which necessitate extensive rewriting of the paper.
Please consider how you wish to proceed. If you are able to revise the paper extensively, to deal in full with all the points mentioned, we shall be willing to consider the position further.
If you do decide to submit a revised version of the paper, go to http://sur.edmgr.com/ and log in as an Author:

When resubmitting, please provide a list of changes and, where appropriate, respond to each point which has been raised. your paper must have a significant content ON MANUFACTURING PROCESSES and CANNOT be mere modeling or properties as it will be rejected- there are other journals to focus on those issues
If your English is difficult to understand we will reject the paper without technical review until it is readable by the reviewer
If you need English assistance you may refer to a English language service who will provide the correction service for a fee mechanisms must be clearly stated  for the phenomena observed in the discussion section and must not be empirical conclusions must be comprehensive and not written like a report

please also state in the first few paras as to why this work is not the same as that of others and what knowledge is it adding that is not already available that contributes to the archival literature

开始又说We now have referees' comments on the above paper.  I am pleased to tell you that the work is of interest, 好像感觉是对文章有兴趣，但是怎么会那么快，他这句话是客套的吗？因为后面给的意见，没有什么实质性意见。不知道是让我大修，还是指我技术审查根本没通过，等改好以后，仍然进行技术审查和送审。请教各位大牛！
