When adopting technology to mange education service, one of the most important decisions to be made was the selection of appropriate software tools  and methodology. According to Walk (2003), !°o most traditional school district administrators, the charter school movement is a slap in the face, because the underlying premise of the charter school movement is that existing public schools are inadequate!± (p.243). Charter schools could influence the distribution of state educational funds by taking taxpayer money that school district administrators often classified as rightfully theirs. Walk presented an interesting point of view that management companies that were focused on delivering education in charter school models were not perceived as academic but strictly administrative.  Charter school administrative staff was facing the complexity of decision environment, the reality that was shaping every aspect of school operations. Previously discussed management layer that controlled and directed charter school was only providing the essential services (payroll, accounts receivable, account payable, etc) as required to operate any business. To understand the concept of information/data-centric management, readers should visualize the properties of data collection, sharing, and conversion into usable information.
