Any change is always difficult to introduce and implement in business environments. Public school system, bastion of traditional, well established management practices has been slow in adapting new tools and techniques in management. There is a distinct separation between the function of a school system as an educational service provider and the administrative, strictly business side of the educational industry. Charter schools have been slowly introducing innovations of modern theories in management as the Educational Management Organization (EMO) must innovate to stay competitive. Such a point of view is necessary for such hybrid relationship to be considered a valid option when choosing a K-12 level of public education. The fundamental objective in using process-based research is to analyze a set of interrelated work activities. The idea of horizontal work flow that connects several departments or functions is used to demonstrate how such interrelated elements can benefit from each other.
