实事求是，确保项目有效实施。 SCCF供资项目在实现其既定目标主要是减缓适应气候变化，且在发展中国家，应该多考虑项目区农民的实际情况，考虑接受国的特点和需求，对项目要求不能面面俱到，比如适应性措施的选择，究竟在哪些范围采用决策系统将涉及大量实验和调研，在短时间中要求完成不太符合实际。 持续投入，更多地安排适应性措施示范。气候问题是长时间的，气候政策绩效对比的结果，一般而言，要想对政策变化进行研究，所需的最短期限是20 年，而针对气候变化这种长期性问题进行研究，所需的期限会更长。本次项目安排经费较少，需要解决的问题过多，安排政策研究时间过于仓促。项目应该以项目区投资为主，才能使成效更加明显。比如秸秆还田、农村清洁能源、良种、优化施肥（平衡施肥）等这些适应性措施示范都是可以让农民接受和受惠的，应该多安排这方面实施内容，同时，项目应该有连续性，在同一地区连续进行项目实施将有利于最大限度使投资收到成效。 |
