经济发展概况
截至2007年一季度，区内在建和投产工业项目30多个。2006年，实现GDP 43.9亿元，比上年增长36.6%；工业总产值146.8亿元，增长239.2%；工业增加值24.8亿元，增长73.6%；税收总额26.5亿元(含海关代征税)，增长138.2%；地方财政一般预算收入5.92亿元，增长18.2%；固定资产投资55.1亿元；港口吞吐量1016万吨，增长135.3%。2007年，该区预计实现GDP 70亿元，工业总产值350亿元。区内浆纸、油气化工、电力等主导产业的雏型初步形成，经济正呈加速发展。
目前区内投资上亿元的有800万吨炼油、100万吨木浆、160万吨造纸、44万千瓦的洋浦发电、 8万吨苯乙烯等项目；金华海物流仓储、5万吨粮食储备库项目正在建设之中；10万吨聚苯乙烯、5万吨双氧水、18万吨特种油品基础油等一批石化产业链项目即将开工建设。
目前已定址洋浦，正在积极推进的还有100万吨乙烯、1000万立方米石油储备、60万吨PX、PTA（规模待定）、300万吨LNG、海洋工程船等项目。
开发区已建成800万吨炼油、100万吨木浆、86万千瓦电厂及8万吨苯乙烯等项目；正在建设160万吨文化用纸、20万吨卫生纸等项目。即将开工建设的项目有10万吨聚苯乙烯、18万吨基础油等；正在推进的项目有300万吨LNG、1000万立方石油商业储备、100万吨乙烯、150万吨烯烃、60万吨PX 、90万吨PTA、30万吨乙醇、30万吨醋酸。目前，以浆、纸及纸制品，油气化工，石油储备，港口物流等为主导的产业框架体系基本形成，发展潜力巨大。
但是，洋浦发展也存在以下不利因素：
一是随着中国加入世界贸易组织（WTO），特区所拥有的政策优势和其他地区的差距正在缩小，洋浦仅仅靠优惠政策已经难以成为吸引外来投资，必须通过创造一流的投资环境来提高洋浦的吸引力和综合竞争力。
二是缺少城市的依托，需要投入巨大的资金按城市标准建设居住生活设施、公共服务设施、交通组织设施和城市环境等来提升城市的吸引力和改善投资环境水平。
三是工业基础仍然薄弱，特别缺乏为大型石化、造纸工业延伸产业链配套服务的工业企业群的支持。
四是目前该地区的城市化水平较低，并远离人才市场和科研教育中心，缺乏足够的智力和人力资源支撑，需要加强高等院校和科研机构的建设和高级人才的引进，提高基础研究和工业产品研发能力。
五是本地居民搬迁安置规模大，转产就业难度大。

Economic Development Overview
