第一、二个that是同位语，第三个是表语从句，第四个是定语从句。

意思是：美国和巴基斯坦的关系，以及巴方对美巴关系的良好愿景，使得巴方越与我们发展良好关系，就越愿意采取符合美巴双方共同利益的行动。

此话是针对阿富汗问题讲的。
