投稿到Elsevier杂志未过技术审查，修改后再投还有可能送审吗？

投稿到Elsevier杂志， 说我英语不好，修改后再重新提交，请问我应该怎么回复他们，修改后再提交的话会不会仍然没戏，有没有重新修改后再提又拒的啊？ 还是这个技术审查未过就意味着已被拒了···？第4条和第6条说的是什么，英语不太好， 请过来人指教啊···· Dear ***, Thank you for submitting your work to *************. Yours sincerely, ****** Journal Manager Comments: 1) In its current state, the level of English throughout your manuscript does not meet the journal's desired standard. There are a number of grammatical errors and instances of badly worded/constructed sentences. Please check the manuscript and refine the language carefully. 2) Research highlights provided should consist of a short collection of 3 to 5 bullet points that convey the core findings of the article. Each bullet point should not exceed a maximum of 85 characters including spaces. 3) Full contact details (not only email) of four international reviewers (i.e. not from the author's home country) should be provided in the cover letter and why the reviewers are appropriate should also be stated. 4) Tables should be cited sequentially in the text. 5) Reference list should be typed with double line spacing. 6) The order of the figures, tables and schemes at the end of the manuscript should be: figures, tables and schemes.
