I can say something about the first topic!

In my opinion, the first mission of universities in China is to cultivate elites, like would-be Bill Gates, or Nobel prize winners at the present. Many people say China's education is a failure. And most of them are parents. What do they do for their children? Universities' education should encourage students' curiosity and interest. So the second mission is to motivate students to do what they want if only their ideas are good. Chinese students are less brave to realize their ideas. You know, ideas are always crazy at first sight. Universities should do more work at this aspect.
