投稿19个月以这种方式退稿，郁闷！ Dear xx, After creating the online system for paper submissions, the flow of papers received keeps increasing. We get more than 2500 papers a year now. Consequently it is an editorial decision to return papers in some areas without processing in order to control the flow of papers although some of them are excellent ones.
