请问is without out 是积极还是消极的意思

审稿人意见中有句话：Merging of existing part solutions of all necessary dimensions and alignment of system activities between all dimension is without out a significant and innovative solution ... but this story does not emerge clearly from the write-up. 前部分是对文章思想的评价和建议。不知道审稿人是说文章的思想重要且创新性强，还是相反的意思，说文章不重要，没有创新性？ 谢谢 [ Last edited by hellowinall on 2010-9-14 at 18:25 ] |
