没有上下文联系，有些不太好理解，尤其第一段，但是从这2段来看，大概意思是，

人们更关心的是他们所熟悉的工资，假期和能够有研究做，但是除非禁令（这里指的是什么禁令？）快速扭转，或者政府能说明这个情况是很有发展的，否则的话NIH资助的许多研究都要跛了，甚至玩完了
