Step 1: Alarm receipt After an accident has occurred, workers in the monitoring centre find the accident in the plant covered by monitoring system. Sometimes, because of the instability of the domino accident, although the emergency rescue team shall actively adopt salvaging measures so as to prevent elevation of its seriousness in the early stage of emergencies, the impact of the domino accident is still unfolding. So, when the accident uncontrolled, it is necessary to increase the rescue forces. Step 5: Emergency recovery After victims are rescued and the accident is controlled, the accident commander can declare a state of emergency recovery. Its major tasks are: first, to unset the dangerous condition; second, to clear the accident site; third, to investigate the accident; Finally, the incident commander, by various approaches, needs to placate the neighboring citizens and reassure the victims. Step 6: Evaluate result and feedback After the rescue action is finished, the emergency command center issues an order that the emergency response has ended. The commander needs to thank all of the members who executed the ERS, and then requests the spokesperson to hold a press conference to explain the whole process of handling the accident. At the same time, the emergency command center will record a detailed accident rescue treatment and evaluate the treatment result.
