忽视石油贸易定价与结算货币的币值变动，必造成中油集团盲目扩大产能所带来的价格风险，其所签署的系列石油合约，已构成海外资本扩张的高风险。2005年以前，中油集团在美元指数95.00～105.00区间进行投资，该区间是美元币值较为均衡区间——是最佳投资区。中油集团在该区间基本以高于国际市场3～5倍价格购买油气资源，相当于在70.00～80.00区间投资，失去成本优势。2008年，国际油价下跌70％，中油集团在国内维持高油价，根源于此。

Ignoring  changes in the value of oil price and currency trade, will cause of CNPC blindly expand production capacity brought about by price risks, the series of oil contracts signed, constituted a high - risk capital expansion overseas. Before 2005, the CNPC invest in index of $95 ~ 105 of interval, the value of the US dollar more balanced interval -- is the best investment area. CNPC in the interval to 3 ~ 5 times higher than the international market prices of oil and gas resources equivalent to 70 ~ 80 of interval investment, lost cost advantage. In 2008, the international oil prices fell by 70, CNPC to maintain the high oil prices in the country, sources here.
