[交流] 先投会议后投期刊有什么要求？已有14人参与

我的一篇论文，3月底投了一个国际会议，然后导师让修改以后大概四月底投了个期刊，5月份期刊的审稿意见回来了，让修改，7月把修改稿发过去了。这期间，会议的结果回来，中了。这个会议要年底开。我的问题是如果这个期刊的中了的话，我这样算不算一稿多投呢？很迷惑。

大家要看看杂志的要求，不要只看一个人的说法！

我是几个IEEEsociety的会员，参加过很多会，见过不少编辑（我们IEEM会议每年有一个“meet-the-editors”panel。我肯定地说，IEEE绝大多数杂志不允许这样。当然知道有些专业和杂志有例外，比如会议的最佳论文发到杂志，及同一个society的杂志和会议。

Papers are accepted for review with the understanding that the same work has been neither submitted to, nor published in, another journal or conference. If it is determined that a paper has already appeared in anything more than a conference proceeding, or appears in or will appear in any other publication before the editorial process is completed, the paper will be automatically rejected.

Papers that are published, or concurrently submitted to another journal, conference, or book will not be considered for publication in IEEE ComSoc Transactions on Network and Service Management. Revised or extended versions of papers published in conference, workshop or symposium proceedings may be submitted to TNSM. Notice of such prior publication must be disclosed at the time of submission to this Journal.

Papers that are currently under submission at another journal, book, conference, symposium or workshop will not be considered for publication in the IEEE/ACM Transactions on Networking. Similarly, it is a violation of the journal's policy to submit to another venue any paper, fully or partially, that is under consideration for publication in the IEEE/ACM Transactions on Networking.
