In this paper, the gray relational method is used to analyze the relation of total population, natural population growth rate, garden green area, emission quantity of industrial waste water and waste gas, and garbage handling capacity in the complex system, and result shows that the grey relational grade is quite reasonable for this case, finally suggestions are put forward how to coordinate to develop population and environment healthily to achieve urban sustainable development.
