美国Ohio University 生活指南 初来乍到 新生初来乍到，在安顿好生活的各方面的同时，更要及早与学校及系办公室取得联系。 报到的大致程序如下: 1. 携带相关的证件(护照、I20 表或IAP66 表等)到 International Student and Faculty Service报到，学校会给你一个临时的Student Identification Number, 可在校内暂时用作临时的社会安全号码(Social Security Number, SSN). International Student and Faculty Service地址： Rm 348, New Baker Center （即学校提供的地图上的第87号楼） Tel:740-593-4330 2. 去HDL Center办理Student I.D.； 3. 向系里报到。已经确定导师的去拜会导师； 4. 参加新生入学指导(ORIENTATION)，学校和系里会分别举行，一般包含城市介绍、校园介绍、系中教师和同学的介绍，选课的介绍以及注册的详细要求及程序。历年8月底，CSSA有自己的orientation。 5. 社会保险号码(Social Security Number, SSN) 社会保险号码在美国是个人的身份号码，处处都要用到它。务必保密好你的号码，以免被他人损害你的信用纪录。在向International Student office报到后，如果你有奖学金或由学校指定的工作，International Student office会给你一份文件，凭这你可以到Athens Mall里的Society Security Administration去办理SSN。 6. 有人搭讪，在听不懂的情况下，一定要说NO,thanks。免得受骗。 若发生紧急****，也可打电話到International Student and Faculty Service (ISFS) 1-740-593-4330，也可打电话给CSSA的同学。 7. 打电话。我们来到以后陆续去购买手机，一般两到四个人合用一个family plan。你可以在学校所有公用电话免费打本地的电话号码。Ohio东南部的区号是740，所以能用这里的公用电话免费打很多740的号码。拨打这类免费电话，先拨9，然后拨7位的电话号码，即不用拨打区号740。 安顿入住 1. 租房 1.1. 信息: (1) 到街上看。如果有空房，一般的房东都会在门前贴上"For Rent"字样及联系电话。这是一个比较大的信息源，但比较累及麻烦。 (2) 看布告栏：在学校图书馆及教学楼和International Student Office都有布告栏，在那儿可发现不少租房信息。 (3) 听人介绍。这是一个比较机动灵活的方法。 (4) 看报纸:在学校的很多大楼都可以找到当天的Athens News, The Post。前者有很多租房信息，後者有一些但很少。你可以在报上发现有关房子的位置、简介、价格情况和电话。 (5) CSSA mailing list和学校的mulberry（需从学校网站下载安装）上：你可以在这儿发现很多老生寻求sublease的广告及寻找Roommate 的广告。 (6) 和周围的新生共享信息。由於都是新生并且都在找房子，可得到很多有用、合适的信息。 1.2. 房屋种类: (1) Studio or Efficiency: 每月租金包括水，电，气约$350-$550，其特徵是一个大空间内，起居室兼作卧室和饭厅，浴室独立，厨房一般与起居室相连。 (2) One-bedroom apartment: ($350-$745) 一房一厅，厨房与浴室独立。 (3) Two-bed Room apartment or Three-bed Room Apartment: ($450-$700)厨房与浴室独立。可以和朋友一起合租，通常比单独住Studio，Efficiency或One-bed Room Apartment便宜。另外房屋还有FURNISHED 与UNFURNISHED 之分，FURNISHED 当然贵一些，但对新来的人很方便。中国人喜欢炒菜做饭。Studio 或Efficiency 有时没有单独的厨房，厨房与卧室之间没有间隔。因此选择Studio 或Efficiency 时要考虑这一因素。否则，你就等於住在厨房里了！ 2. 社区安全: Athens是个治安比较好的城市，但也不排除暴力犯罪发生的可能性。 校内报警电话为740-593-1911，市内报警911。 3. 签约及注意事项: (1) 押金：Security Deposit: 租房子通常签约几个月至一年不等，若想续约，一般须在期满一个月前书面告知房东。押金通常为一个月的房租，最多不超过两个月的房租。当你离开时，必须把钥匙交给房东，并留下日後联络地址。房东在你离开三十天内，必须归还全部押金，或列出毁损物品及押金差额。当然，最好的办法是在你将钥匙还给房东以前，请他/她检查房屋的情况并退还押金。 (2) 租金: 应考虑是否含水，电，气(utility)。如果不含电，那就要问清楚暖气是否用电或气，否则冬天要花一笔可观的电费。一般留学生电费一个月约$20-30，但如果暖气是用电的可能就超过60了。另外有些房子含家具，但家具可能要另付租金，看房子、签lease 时需问清。 (3) 签约时要特别注意看清条约款项。 (4) 其它注意事项: 检查房屋的清洁及通风情况; 签约时要仔细检查屋子，对任何墙壁及家俱破损要同房东做好记录; 问清房东是否可以在墙上钉钉子等。 必要时可以拍一、两张照片，以备日后有所依据。 4. 水电气 如果租金不含水，电，煤气，那么在签好组约后，就要向水，电和煤气公司申请供水电气，一般房东会提供相关信息。提出申请后，一般会在一两天内接通。 财务管理 1. 银行开户: 学校周围的银行有: Chase (740) 593-6681，2 S. Court St.* People's Bank (740) 593-7761，1 N. Court St. Hocking Valley Bank (740) 592-4441，23 S. Court St. or 7 W. Stimson Ave Ohio University Credit Union (740)597-2800，90 S. Shafer St.* (注：*为中国学生常用的银行。) 开户注意事项： 新生所带的美金现钞应尽快存入银行!在美国，身边不宜携带、家里不宜存放大量现金。在银行开户时，应注意: (1) 携带相关的证件:如护照，学生ID，社会安全号(Social Security Number, SSN), 若开户时尚未取得社会安全号码，可以先开户，待得到社会安全号码以後再告诉银行. (2) 选择适当的存款方式:美国银行与大陆银行不同，若所存款项要达到一定的数目，银行不支付利息。不同存款方式收取的手续费不同，开户时可根据自己的现金数量及收入水平选取相应的存款方式。我们一般在银行同时开以下两种帐户：checking和savings。这两个帐号不是截然分开的。 (3) 开户时，上述银行会同时免费给客户办理取款卡(Debit Card)。运用自动取款卡，用户可以在任何一个自动取提款机上提取一定数量的现金。如果此提款机属於用户的开户银行，提款及其他服务一般是免费的；否则，将会收取一定的手续费。 (4) 支票：在美国，支票几乎是最常见的付款方式。在开户时，银行会给予新客户一定数量的临时支票，正式的支票会随後寄到。开户时，应询问是否对新客户有一定的优惠。有一些银行会免费赠送支票本给新客户。一般来说，一盒支票本(200 张)价钱大约为15 美元。一般一年使用100 张支票。 (5) 除了Checking Account和Savings Account以外，尚有定期账户(Certificate Deposit CD)。定期账户类似於国内的定期存款，其利率是各种账户中最高的。而且其利率不会随时间变化，是固定的。如果你有大笔金额，而且暂时不用，可以考虑存入CD 账户。 “小窍门” (1) 开口问清楚银行的要求。银行都有关於开户的书面说明，如果你害怕初来乍到的口语说不清楚，可以将银行的书面说明仔细阅读后再办理开户手续。一般而言，最好同时开两种账户：支票账户Checking account)和储蓄账户(savings account)。一般来说，储蓄账户的利率略高於支票账户，因此可将平时常用的小笔金额放入支票账户，大金额备用的钱则存入储蓄账户。 (2) 只购买足够的支票即可。有的文票账户会规定用户每月只可使用一定数量的支票，超出以後每张支票会收取一定的手续费。开支票时，为了避免支票被转作他用，可在文票的背面写上"for deposit only， 若接受了别人的支票，想存入自己的账户里，最好是到了柜台前才在支票後签名，以防遗失後被他人兑现。每次开支票或存钱时都应做好记录，以防止账户的余额低於最低存款限制。 (3) 尽量在属於开户银行的自动提款机上提款及享用其他服务。使用自动提款卡要注意保护密码。不要将密码告诉任何人。提款服务结束後，切记将提款卡取出，以防他人使用。如果提款卡末取出，在几分钟内又无人使用，提款机会自动“吞吃”提款卡。用户可以持有效证件到银行索取提款卡。 (4) 银行每月向用户邮寄月statement，收到后应仔细查对，以保障自己的权益。 2. 申请信用卡(Credit Card): 信用卡在美国是一种很常见和方便的付款方式。使用信用卡可以避免随身携带大量现金的麻烦。除了个别地方(如电影院，快餐馆)，绝大多数的地方都接受信用卡。 信用卡的申请与使用：（申请的前提是持有SSN） (1) 填写申请表：开学伊始，学校会有许多信用卡公司设立的服务点。你可以在那儿填写申请表格并提供其他信息，如学生I.D. 号码等，还会收到T 恤等小礼品。近年来已经流行网上申请。 (2) 信用卡公司接到申请表後，会检查你相关的信用纪录以决定是否接受你的申请。大多数来自大陆的新生都还没有信用纪录，因此首次申请可能会遭到拒绝。通常，我们以Ohio University Credit Union为第一个申请对象。但是，总有一些小的公司或主要面向学生的公司会接受你的申请。另外，American Express 有专为学生而设的plan,比较容易申请到。 (3) 信用卡公司接受你的申请後，会将信用卡直接邮寄给你，并会随信附上相关的规定。仔细阅读这些规定，了解如何恰当地使用信用卡。另外，收到信用卡後(如果必需)尽快打电话activate 它，并在卡的反面署名。 (4) 信用卡使用时，你只需要刷卡并在收据上签字。信用卡公司每月将账单寄给你，你根据账单用支票的方式付款。 (5) 另外信用卡还可用於提取现金。但你会为此付相当高的利息和手续费用。 “小窍门” (1) 申请信用卡时应注意该信用卡公司是否向用户收取年费(annual fee)，以及利息的比率是多少。一般，大多数信用卡公司都不向用户收取年费。收取年费的信用卡不必申请。 (2) 妥善保存信用卡。收到信用卡後，记下其公司的电话号码，信用卡的号码。如果信用卡遗失，立即打电话取消此信用卡。 (3) 尽量不用信用卡提取现金，因为有可能被收手续费。每次使用信用卡，保留其收据。受到账单後，检查是否与收据相符。另外，在每次账单上注明时间内付清所有的账目，否则，信用卡公司将收取很高的利息。 购物指南 在美国，住宅区和商业区附近有一些小商店和食品店及小型购物中心，但大部分商店都集中在Mall 里。Mall 通常都坐落在离住宅区较远的地方，包括一个大型建筑群，里面有象J.C.Penny, Goody's这样的百货商店，也有Footshot 这样的专卖店。在这个大建筑群附近还有Walmart, Kroger 这样的大卖场。Mall附近经常还有各种各样的快餐店。Athens有二个Mall(Athens Mall和University Mall)，它们相隔不远，你可以在那周围找到所有必需品。 日杂用品可以在Wal-Mart，Big-Lots购买；学校附近有Familydollar，这是一个很便宜的店，但是质量不是很好。这儿的学生一般每星期shopping一次，主要就是买点食品，Kroger，Walmart，BigBear，SaveALot是大家常去的地方，Athens还有一家东方店New Market，可以买到国内常见的食品，学校附近有Bob's Supermarket，对于没有车的同学来说那也是个不错的选择。当然，Athens的商品并不丰富，等到以后有车了，可以去Columbus购物，那里的东西要丰富得多。对于喜欢品牌的同学来说，在离开Athens约100 mile有Jeffsonville Premiere Outlet哪里有较多品牌产品如Polo，Gap，Ports等价格较百货商场和Mall来的便宜。 交通，邮局和书店 学校在非节假日有校车Bobcat为学生服务，那是免费的，约15分钟一班从8:00am-5:00pm，覆盖了大半Athens，对于没车的同学这是很不错的。Athens也有公共交通，那是收费的，也是大概半小时一班，从7:00am-7:00pm，在Athens的两个Mall前都有车站，但感觉并不是很方便。 学校的Baker Center四楼和离校不远的Stimson Ave.有邮局从8:00am-5:00pm，周六9:00am-12:00pm，周日休息。有急事的同学可用Fedex和UPS学校的很多地方都有它们的发送点。 学习所用的教科书，都在Athens的四家书店购买，它们都在在Court Street上，分別是College Bookstore(http://www.cbsohiou.com/index2.html), Little Professor Bookstore, Specialty Books(http://www.specialty-books.com/), Follett's University Bookstore(http://shop.efollett.com/htmlroot/GlobalIndex.html)。 一般有买used book的就买used book，美国的书实在是太贵了。另外，网上也可买新书或旧书，如：http://www.addall.com，http://www.Amazon.com, http://www.half.com 。 志愿者出车活动 每周二下午6点，在学校ping center前会有志愿者免费接送想去walmart购物的同学。在此我们非常感谢这些志愿者的义务服务，并且希望有更多的志愿者能够加入这个活动 饮食人生 1.中餐馆 当地有几家中国餐馆，几乎所有美国的中国餐馆都已经美国化（除了有大量华人聚居的那几个大城市），很多餐馆都提供buffet，Athens的也不例外。下面介绍几家中国学生常去的餐馆，Court Street上有China King（提供Buffet，也可以点菜）和北京饭店（提供快餐和点菜），位于Stimson Ave的福华楼（点菜），位于University Mall的龙辉（Grand China Buffet），West Union Street 上的LuiLui(老板是中国人，象是中式西餐，但味道不错，贵些)，Nesonville的福华楼（点菜）；此外位于离Athens 东40mile 处的Parkersburg 有一家Super China Buffet，King Buffet@Grill以及西北50mile处Lancester的龙 运，这两家主要提供Buffet餐馆也是常去的地方，味道不错，东西也很多，并且dinner都有海鲜。 2.美式速食 美式速食有Burger King, Wendy's, Taco Bell, Subway, Dommino's Pizza, Papa John's Pizza, Pizza Hut, Long John Silver, Avalanche Pizza, etc.，及其他餐厅、咖啡馆与酒吧，例如：Bob Evans, Ponderosa, 7 Sauces, Damon's Grill, Oak Room, Casa Cantina/Nueva, McGuffey's (at OU Inn), Pig Skin, Court St. Diner, Buffalo Wings& Rings, Bagel Street Dell, Brenen's Coffee, Perk's Coffee House & Roastery, The Oasis, World's Best Bagels, The Union Grill, Union Street Cafe, Hole in the Wall, Larry's Dawg House, etc. 它们大多位于学校的Court Street，East State Street和Richland Ave.上。 3.小费 速食店一般不用给小费。凡是带有服务性质的都应给小费包括外送(delivery)其比率一般为10-20%。 文体活动 1. 体育活动 学校的体育设施很齐全，Ping Student Center是全美最好的五个学生体育活动中心之一，有健身房，室内排球，羽毛球，篮球场，壁球场，乒乓球桌和200米的塑胶田径跑道等; Aquatic Center有标准的奥林匹克游泳池；Bird Arena是一个溜冰和冰球馆。此外学校还有golf球场，室内和室外网球场等设施。 CSSA有固定的足球，羽毛球和篮球俱乐部，具体情况可上CSSA主页http://www.ohio.edu/~CSSA查看。每年CSSA都会组织一些比赛。 2. 电影 East state street上有Athena电影院，2005年新建，$6/人；离学校10mile处有Movies Town电影院这是Athens地区最大的电影院，$5/人，这两家电影院都放映最新的电影，服务时间:5:00pm-12:00pm，周末1:00pm-12:00pm。 3.CSSA活动 每年CSSA都要组织三次大的活动(端午龙舟赛，中秋节和春节)，这三次活动吸引了众多当地人和其他国家的学生和学者，成为了Athens重要的活动之一，也是人们了解和接触中国、中国人和中国学生的机会；同时这三次活动也是中国学生共叙友谊、互通有无的重要场合 车轮代步 ”美国是建设在车轮上的国家“，这句话是很形象的。许多学生到美后便陆续开始买车。 1. 车的价格随型号和车况有很大差别，网站http://www.kbb.com 提供了比较详细的介绍和比较。这个网站上关于旧车的价格有两种：一为Trade in Price，这是车主将车卖给Dealer 的价格参考，另一个是Market Price，这是买主从Dealer 那里买旧车的参考。从私人车主那里买车，价格一般介于这两者之间，可以参考kbb的Private Party的价格。买车可以多跑几家dealer，并且要关注Athens News上的买车广告，从私人手上买车最好在买前，到修车处对车进行全面的检查，以免出现大问题。买车不能心急要从长计议。买了车后要去HDL Center里的Athens County Title Office办理title的转换，然后在隔壁的Deputy Registrar-Motor Vehicle办理新车牌。 2. 驾驶执照：在Ohio，每个驾车人必须有Ohio的驾驶执照，同时驾驶执照也是一张重要的I.D.，在美国境内作用类似身份证。Athens驾照申请地在Athens County Title Office旁。驾驶执照考试分为两部份：笔试和路试。在学习Ohio的驾驶员手册后，可以去进行笔试，通过后可以得到学车证（temporary instruction permit，亦有身份证作用），有了它，就可以在有驾驶执照的朋友的陪同下开始上路练习了。自己感觉练的不错了后，就可以打电话预约路试，通过后就可以得到驾驶执照。 3. 注册：在Ohio，每个车主必须注册，获得Registration和License，地点和考驾照的地方一致，此外，AAA 是全美最大的有关机车驾驶的民间组织，他们也受理有关机车注册，保险，驾驶执照更换地址等事宜，但有时会收取一定的费用，请询问清楚。加入AAA，每年有一定的年费，但可以得到一定的服务，如在某些汽车部件或修理的商店中有价格优惠，可以索取免费地图，可以得到路上紧急服务，如拖车等，(服务的级别按年费的多少有所不同)。Athens的AAA地点在East State Street上，离学校很近。 4. 保险：在美国，每个驾车人必须购买汽车保险，保险价格根据保险的种类，金额，驾驶人的性别，经验，年龄，婚姻状况，以及车况有很大差别，一般对旧车来讲，可以先购买半年的全保，或根据个人情况而定。 [ Last edited by zyz1981 on 2010-1-30 at 16:40 ] |

Before Aboard 1.学校发放的I-20表，签证护照等证件务必妥当保管； 2.学校发放的体检表格请到体检的医院请相关大夫签名； 3.注意免疫的时间及失效日期等； 4.准备携带美元(相当数额)出境请考虑提前问清学校或友人出账号，由银行寄送会较为省心，如果自己带，入关是请如实申报，否则有万分之几的可能会被查出，那么会被没收！！！ 5.常用药品及眼镜等物请带多些，这些玩意在这很贵且麻烦； 7.还没考GRE，GMAT而又准备考的请务必到北京新东方学校之类的买复习材料，别忘了，这些东东可是中国同胞老考高分的利器； 9.电脑请到这儿再买。 After 到校后一般应做的几件事： 1.去ISS(International Student Service)登记报到(可在Orientation时做)。 2.申办社会安全号，这是以后取得工资所必需的。 3.去学校填W-8表。中美之间有Tax Treaty，F-1学生每年的前5000美元收入免税。 4.去学校公寓办公室登记排队以后住房。 5.打防疫针。 6.开银行帐户。 7.交学费。学校有紧急贷款计划，可分期付款，具体请同student fiscal office联系。 8.办医疗保险 -------------------------------------------------------------------------------- A.1) PSU-ACSS New Students Orientation A.1.1) History, Objectives and Methods A.1.2) Volunteer Center A.1.3) New Students Information A.1.4) Coordination A.1.5) Airport Transportation A.1.6) Housing A.2) For New Students from China A.2) For Transferred Students A.3) For Visiting Scholars and Postdocs A.4) For Visiting Families A.1) PSU-ACSS New Students Assistance Orientation A.1.1) History, Objectives and Methods History: PSU-ACSS would start the organized program formally from Fall,1999. The current committee of PSU-ACSS would like to try to help some newcomers with their settling down at their first days in US. Volunteers are encouraged to participate in the project from now on. Objectives: To help newcomers, for the reasons that everyone knows and experienced. We hope the Portland State Uni. Chinese community could form a good tradition on this mutual assistance program and carry it on in the future. Methods: The PSU-ACSS coordinator will try to get new students names and info. form OIE (office of International Education) and try to contact with them so that further relevent information about housing, etc will be provided. PSU-ACSS coordinator calls for volunteers at PSU and trys to arrange airport pickup and temp housing. Note that ACSS does not have the ability to search for housing for the newcomers. Only tips and suggestions can be provided. Newcomers are encouraged to find their own personal resources to secure housing or at least temp housing before their arrival. They are also be encouraged to come to Berkeley as early as possible. ACSS coordinator holds a orientation at PSU right before the Fall semester begins. The purpose of this is to provide an opportunity for the newcomers to get to know each other. ACSS would hold a reception table in the Fall, 1999 new students week (the week before the Fall term starts) to give basic info. and FAQs to the new comers or people want to have more info. about local Chinese community. A.1.2) Volunteer Center Contact acss@ece.pdx.edu for details about the volunteer program. A.1.3) New Students Information The list could be used by volunteers to select particular person to help, and by new students to contact each other for help from themselves even before they arrive at Berkeley. New students can also update their information by sending email to acss@ece.pdx.edu A.1.4) Coordination The basic rule here is: Do not take for granted for the help you received. There was not. This is why we are organizing volunteers to help. About the airport transportation, new students will be strongly encouraged to use the public transportation, such as Tri-Met door to door shuttle van, to the temp housing place the new student secured before the arrival. The cost of the van from the airport to downtown Portland is about $11. Also the ACSS will ask for the Coffee House people to help to pick up newcomers or find some volunteers to do so. To students and scholars already in US or Canada: Because of the extreme shortage of man power and the limited volunteer resource, ACSS has to put the newcomers from CHINA at its first priority. We expect that you are more independent than those who are just coming from China, because we believe that you are more familiar with the transportation system in US and the country's culture. We understand that you might feel inconvenient without any help. We strongly suggest you do some research on how to get to Portland from the airport, how to find housing at Berkeley, etc., before your arrival. ACSS is happy to provide the information to you upon request. Actually, all the relevant information can be found in ACSS's web or somewhere else in the internet such as http://www.oregonlive.com This does not mean ACSS is reluctant to help you. Feel free to contact us whenever you need help, please. If we have enough volunteers, we certainly will give you the hand. Keep in touch with us, because you are becoming one of us. A.1.5) Airport Transportation The public transportation is convenient at Bay area. Usually, it can cost less than $3 to get to Portland by Tri-Met BUS (#12) or $11 by Tri-Met Van. Please take advantage of these services if you could. By Bus When you arrive, you are at the lower level. You need to go upstairs to the upper level (Departure level). If you are not sure where you should go, ask the information desk about Tri-Met BUS to Protland Downtown area. The Bus comes every 20-30 min. from 6am to 9pm. 1-503-238-7433. Credit card company usually checks your credit history before they give you a card. But you always need your first card to have a credit history. Some student cards is a good place to start with. Like The Associates Master Card, American express optima, etc. You can find their application forms on the wall of many campus buildings. If you don't find them in your building, go check out the computer center. One trick about credit card application. Some credit card company don't give out their cards to foreigners. The question "Are you a permanent U.S. resident?" on the card application form needs some special attention. Some people accidentally forget to answer that question. (Any fraud on the credit card application is considered as a crime.) Some terms you should familiar with credit cards. Annual percentage rate (APR) for purchases: this is the rate you'll pay to the credit card company if you don't pay your balance (balance can be understood as the amount of money you owe the credit company) in full before the due day. e.g. You made a total new purchase of $70. You paid $20 before the due day. Now your balance is $50 and the credit card company will pose financial charge to that $50 bases on the APR Grace period: This is the time period you got to pay for your balance in full before they charge you. Usually it is around 25 days. Cash Advance: You can get cash from ATM machines using your credit card. Please be aware that cash advance usually don't have grace period, which means as soon as you take the money out of the machine, APR is added to your account on cash advance balance. Annual fee: some credit card charge a annual fee. This is something you should look when apply for a card. There are so many credit cards out there and there is no reason to pay that annual fee. About social security number Social security number is one of the most important number you will have. It identifies one person from another (Sometimes numbers are more important than the actual person in US). It will be used to track your income, your credit history, etc. You'll need it when open a checking account, apply for a loan, apply for a job, etc. It will be with you all the time while you stay in the US. The officers from the social security office will be on campus during the orientation week. Make sure you visit them and file your application. C.2) Banking 银行 每个人应当在银行开一帐户，美国人很少携带超过20美元的现金。一般可开一个checking帐户（无利息）和一个saving帐户。checking帐户用来开支票，saving帐户类似我国活期储蓄。 若有暂时不用的钱可放于CD(certificate of deposit)即定期储蓄。PSU附近的银行有US Bank Wells Fargo, Bank of America , Portland Teacher's Credit Union等。它们一般都有10万元的保险，即银行一旦倒闭，由联邦储备银行进行赔偿（支票或其他材料上有FDIC字样）。去银行开帐户应问清有否开户费月费，支票是否奉送，利息多少（这里各银行利息不同）。存钱时，告诉银行是外国人，要求填W-8表免税。 %More detail see the attached file. -------------------------------------------------------------------------------- D) Housing 住 D.1) Note on Housing D.2) Housing Choices D.2.0) Campus Service: Housing Office D.2.1) Host Family D.1) Note on Housing PSU学校提供的学生宿舍，不算太贵，而且种类多。由于刚来的同学没车，住学校无疑是很方便的。而且相对 downtown的房子和价格比而言，学校房子算很好了。这里中国学生学者普通的房价范围是：一室一厅 $450到$600, 两室一厅 $650到$700, Studio单房带厨房浴室在 $450以上。房价在一个学生月收入 1/3 到 1/2 ($300-$450)是普通的情况。算一个人的助学金在$800上下，由于伙食开销一般在 $100到$200 (节省的话)，房租基本上是最大的日常开销(一般在$300-$500)。 住房需签Lease。签合同之前应问清合同期限，垃圾、水、排污水、电、电话费用一般不包括在房租中。应问清房租是否包括其中几项。签Lease一般需交押金，损坏或污损物品，在离开时会被从中扣除。房子Lease签订好后一般不能提前解约，可找人Sublease以提前离开，一般应于离开前一个月通知房东。 签房注意事项： 1.租金多少？包括什么（水、电、洗衣、污水、停车）？ 2.可住几人？ 3.何时、怎样付房租？ 4.若有roommate，一旦某一人离开，由谁负责剩下部分？ 5.什么条件下押金可全部退回？ 6.租期多长？房东进入权是怎么回事？(Landlord's right of entry) 7.可否养小动物？ 8.维修问题？ 请注意 务必重视住房的重要性。在老美这每年都有居无定所诱发的新生事故。他们在出国前都和您一样充满了信心。每年大陆才来50左右的新生，出事的比例还是很高的。刚来的新生会发现这里的住房情况与国内迥异，学校方面没有人理你，衣食住行等一切都要您一人操心。语言及生活习惯不熟悉，新朋友少，没有车，交通极不方便，本身压力已经很大，居无定所，心境安不下来，人尚在分离的伤痛中，如果还有来自家庭、婚姻、学业及往事的不良影响，是非常难过的。这种滋味大多数过来人都有体会。过去了，不算什么，回忆起来可以以胜利者的心态自我陶醉。过不去，事情就大了。出了事，亲友都在远方，一般当事人也不愿通知他们，而Portland大多中国学生都自顾不暇，缺少国内“同志般的温暖”。“党的关怀”是大使馆把您送回祖国去。 问题一：开学前很多人都在这块小地儿上找房。竞争异常激烈。找房选择少条件差价格高。 问题二：找房本身是一件很个人选择的事。一般当您不在Portland，很难请别人代您办。 一来谁知道您的个人喜好，您到时候不满意了帮您的人吃力不讨好；二来找房本身是很花时间精力的事，要搜集信息，预约看房，填申请表和别人竞争(如果房子条件好会吸引许多人申请)，等消息，申请到了要签合 约，交为数不少的押金。房东一般也会想见到房客再决定租给谁。跟您不熟的人还是不要为难他们的好。 问题三：新生交通不便，一般想住靠近学校。大家都想到一块儿来了。结果 ... 问题四：PSU中国同学会是一个完全由自愿者提供服务的组织。经济能力及人手非常有限。学生会干部(实际就数位和您一样的学生)会尽力去组织、提供帮助，但是不会也不能保证您的满意。各位同学都要自力更生，不能有太多的依赖性。 怎么办 直接于学校College Housing Northwest 联系： Ondine Apartment Building (1912 Sixth Ave, Portland, Oregon, 97201 Tel:725-4336)to use its temporary guest room, about $30/day. And the consul knows that. I know one of my friend got a MC through that way, and got caught by Consul General in Shanghai. Because during the period time of MC issued he was not in China, his wife got a 5Y, that means she can not reapply visa in 5 years. But you know in China nothing is impossible. You can get MC and let somebody write the issue date back to the time when you are in China. Also there are other problems. Some provinces require a picture with both of brides together on the MC. So you has to find a formal picture with both of you. Anyway the info I got was 4-5 years ago I do not know what situation is now. Be careful if you really want to do it. Good luck. ------------ To my knowledge, the only way you have is going back china, get married, get back. ------------ 美国移民局对国家利益豁免申请的新要求? 孙虹联合萧波&威廉斯律师事务所供稿 曾经为广大中国人熟悉绿卡申请方式──国家利益豁免，目前受到美国移民局新审核标准的挑战。新要求包括以下几个方面：1.新案例要求申请人证明她或他个人的专业成就对国家利益有重要影响，而且如果该申请人被要求通过劳工审查程序，国家利益会遭受实际的损害。这个新案例特别著重指出：申请人的工作性质或申请人的专业也许是和国家利益相关，但是证明这一点不足以证明申请人个人对国家利益有重要影响。按照这一 要求，过去向移民局递交的尚未批准的国家利益豁免申请，很多都将被移民局签发要求补充文件通知。 2.推荐信：移民局特别重视政府有关部门、高层专业技术协会、专家等为国家利益豁免申请人写的意见书或证明信。这种推荐信应该特别说明申请人的工作和成就对国家利益的重要影响。但是如果这些推荐信被推荐人均来自同一国家的人撰写的，这种推荐信会受到移民局更为严格的审查，而且会被认为是不客观的意见。 3.雇主必须为国家利益服务：在公务机构工作与在私营机构工作的分别移民局最近接收到量国家利益豁免申请，包括来自的计算机研究领域，DNA基因研究领域，医学研究领域等等。但是，如果申请人的雇主是为国家项目作研究工作的，比如在公共非赢利研究机构，或者接受国家研究经费为国家作研究项目的机构，移民局官员则愿意批准这个申请人的申请。但是如果同样一个申请人，他为一家私营公司作研究，而公司雇主希望用该研究成果申请专利并为公司赢利，则移民官可能会认为申请人的研究与国家利益没有关系。 4.我们的建议： 根据上述关于国家利益豁免申请的新标准，此类申请已经发生了很大的变化。申请人必须与有经验和了解这些变化的律师研究国家利益豁免申请案的准备，否则很难通过。 再有，国家利益豁免属于工作移民中的第二优先。目前中国大陆出生的申请排期仅前进到1996年5月15日。过去，多符合第一优先的申请人也都申请国家利益豁免，原因是：中国人有谦虚美德；没有排期，所以第一优先和第二优先没有太大区别；国家利益豁免比较容易申请，许多高等院校研究生自己就可以成功地申请国家利益豁免。 但是现在的形势大为不同，我们诚恳向申请人建议，您在申请任何类别的移民签证之前，必须向有经验的律师探讨申请方式。在申请绿卡的程序上犯错误可以给您造成严重损失。 TIPS FOR FOREIGN STUDENTS (Rose Immigration Law Firm FAQs) Your Foreign Student Advisor is the most important person for you concerning your student status. However, the following will answer some of the questions you might have concerning your foreign student status. My visa is valid for three years. Is that how long I can stay in the U.S.? Your visa shows you how long you have to enter the United States. It does not mean you can stay in the United States that long. You have to look at your I-94 and your I-20 to determine how long you are permitted to stay in the U.S. My I-94 says D/S. What does that mean? D/S means Duration of Status. You are permitted to stay in the U.S. for the duration of your status as a full-time student. So how long can I stay here? Your I-20 shows how much time you have to complete your program. You are allowed 60 additional days to leave the U.S. after you complete your studies or your practical training. Do I have to go to school full time? Yes. You must maintain full-time student status, or the INS will determine you have violated your student status. What happens if I violate status? You need to be reinstated in status. There are two ways to do this. First, you could leave the country and re-enter on your valid F-1 visa with a new I-20. Second, you can also file for reinstatement with the INS. The INS will reinstate you only if you have violated your status for reasons beyond your control, which are rare from the viewpoint of the INS. Each of these two methods can have consequences to your immigration status. Therefore, be sure to contact your Designated Student Officer for information on each. He or she will be able to tell you if you should consult an immigration attorney for assistance. What are the 3 year and 10 year bars, and what do they mean to me? These bars to admission prevent a foreign national from re-entering the U.S. once they have accrued more than 180 days (3 year bar) or 1year (10 year bar), in "unlawful presence." Unlawful presence is defined by the INS to mean time beyond the expiration date on the I-94 Card. These bars to admission to the U.S. generally do not apply to F-1 students, who are admitted for the duration of status (D/S) and have no specific expiration date noted on their I-94. There are certain exceptions to this general rule, however. If you believe you are accruing time in unlawful status, you should contact your Foreign Student Advisor for assistance. He or she will inform you if you need to see an attorney for advice on how to rectify the situation. Can I work as a student? Generally, F-1 student status is a non-working visa. However, there are three circumstances under which you might be allowed to work. These include: 1. On campus 2. Pre-completion practical training 3. Post-completion practical training In all cases, you need the approval of the Foreign Student Advisor. If you work without the proper endorsement, you will be in violation of your status. Please note that students from certain Asian countries have the benefit of relaxed rules on employment. However, this employment must be authorized by your Foreign Student Advisor. Please see him or her to determine your eligibility. What visa alternative do I have after I graduate? You might qualify for H-1B status, which is the visa status for "specialty occupations." This visa status generally requires: 1) the position is one for which a four year degree is required; and 2) the worker has a four year degree in the field. How can I become a permanent resident? There are three ways to get permanent residence: 1. Special laws, such as the lottery 2. Family relationships 3. Employment. As a student (and eventual degree holder), you might qualify later on for permanent residence through employment. Your employer would need to "sponsor" you, usually through the process known as Labor Certification. Some people can qualify for a national interest waiver if they have outstanding abilities and are doing work that will significantly impact the interests of the United States, such as advanced cancer research. This is a difficult standard to meet, however, and is not available to everybody. Remember: The terms "green card", Alien Registration Card, permanent residence, and immigrant visa all mean the same thing. Applications after the 60-days post-graduation period will not be accepted by the Immigration and Naturalization Service(INS). A job does not have to be secured at the time of application. F-1 students intending to graduation in May should apply as early as mid-February. The processing of the work authorization, issued by INS, may take as much as 90 days. 在MSU的消费水平 It depends. The cost of living varies from person to person. Even for the same person, it may be different in different months. What we published here is just a reference for you. Appartment Rent: ~$375/month (one room) ~700/month (one apartment in total) may be a little cheaper for off-campus aparment Utilities: ~$30-100/month (one apartment, only for the off-campus apartment) Food: ~$200 - 300/month (assume not dining out) Transportation: $50/semester to buy a CATA bus pass; or ~$200/month to drive your own car (include gas plus auto insurance, it varies a lot among different people at different time) High Speed Internet/Cable: ~$60/month (only if you are in an off-campus apartment) Cell Phone: ~$45/month Some living expenses will reduce if you can find someone to share, like rent, utilities, Internet/cable, or even cell phone. They will also give you a paper thatlists the agencies carrying the road skill test in Ingham county. Afteryour 30 days practicing period, grab the phone and make an appointment.My friends and I used Mr R Driving School. They charge $5 more but they are said to be less strict or even more if you rent a car from them (another $25 Darn!!!). You have two chances for passing the roadtest there. Other driving schools are equally fine, I have heard nocomplaint so far! Shop around and find the one that suits you best! Things to bring for the road test: 1. Everything you bring to the SoS for paper test 2. Learning permit 3. You'll be asked to switch lanes, turn on/off radios, etc. In short, this is different from the road test in China. You can only perform well if you do know how to drive (not just having a license).Practice makes perfect, this is good for yourself and other people onthe road. Too many drive like maniacs.
