尊敬的女士们，先生们： 大家下午好！我今天演讲的题目是《我和你》，“我”就是在座的各位，以及成千上万和我们一样的江西水利人，“你”就是我们为之奋斗终身的江西水利事业。 Good afternoon, ladies and gentlemen: It’s my honor to speak here and I am very happy to share my topic with you. Then the topic is about you and me. “Me” is actually every one of you sitting here and hundreds of thousands co-workers from Jiangxi water conservancy as a whole. Here “You” means the water conservancy cause which all of us are dedicated to all our lives. 众所周知，我省地处长江中下游地区，水资源相对较为丰富，洪涝和干旱并重，灾害频发，全省水利条件喜忧参半，形势逼人，为全省经济社会快速发展保驾护航，江西水利事业任重道远，江西水利人使命光荣、责任重大。 As is well known, Jiangxi province is located in the area along the middle and lower reaches of Yangtse River. Comparatively, we are blessed with abundant water resources. However, flood and drought haunt more often than not and lead to frequent disasters. Overall, the water conservancy conditions throughout the whole province remain bittersweet and the situation turns to be pressing. To safeguard the rapid social and economic development of our province is a heavy task for Jiangxi water conservancy construction and there is a long way ahead in this regard. We take it as an honorable mission as well as great responsibility. 改革开放30年，江西水利人始终坚持以解放思想为先导，不断完善江西水利工作思路；始终坚持紧紧围绕江西经济发展，突出重点，不断提高水利支撑和保障水平；始终坚持深化水利改革，努力构建江西水利发展的长效机制；始终坚持业务工作和自身建设两手抓，推进江西水利和谐可持续发展。江西水利紧紧围绕全省经济社会发展大局，开拓创新，扎实推进，取得了显著成绩： Over the 30 years of reform and opening up, we unswervingly abide by the thoughts of mind emancipation at first and constantly improve the way of thinking about Jiangxi water conservancy; always adhere to the principle of serving the development of Jiangxi economy with key projects preferred and gradually enhance the support and insurance capability of water conservancy; always insist on reform of water conservancy and attempt to construct a long-term mechanism for Jiangxi water conservancy development; always focus on boosting the sustainable development of Jiangxi water conservancy in unison from both vocational work and self improvement consideration. Jiangxi water conservancy has been tightly gripping the principle of serving the social and economic development of the whole province and actively blazing a trail to go ahead. （1）防汛抗旱成效显著，江西省连续防御和战胜了1995年、1998年、1999年大洪水和1991年、2003年大旱，特别是百年未遇的98洪水和03大旱，为江西经济社会发展提供了有力的安全保障。 (1) Flood prevention and drought relief have made significant achievements. Jiangxi Province has successively overcome the great flood occurred in 1995, 1998, and 1999, respectively. This province also conquered serious drought happened in 1991 and 2003, respectively. Among these achievements, the victory over the great flood not seen over a hundred years in 1998 and the serious drought in 2003 are extremely impressive. Such achievements provide powerful guarantee for Jiangxi’s economic and social developments. （2）水利工程建设进展加快，九江长江大堤防洪工程、鄱阳湖区二期防洪工程，病险水库除险加固工程等项目的实施，使江西省抗御水旱灾害的能力显著增强。 (2) The construction of water conservancy projects speed up. The implementation of the flood prevention project in Jiujiang River embankments, the second phase of the flood prevention project of Panyang Lake area and the reinforcements of the dangerous and broken reservoirs have obviously increased the capability of Jiangxi province to relieve flood and drought stricken areas. （3）农村水利工作力度加大，饮水安全工程，灌区续建配套和节水改造等项目的实施，使服务“三农”的能力有效提高。 (3) The work of countryside water conservancy intensified. The completion of the project for safe drinking water, the successive constructions and their supporting project in the irrigated areas and the reform project for water-saving have effectively enhanced the ability to serve the “Three Nong”campaign. 继续等待，我在翻译中，怕你着急，先贴点 |

另外，农村水电及水电农村电气化县建设成就斐然，为山区经济发展作出了重要贡献；水土保持生态环境建设稳步推进，生态经济社会效益显著；水利法制体系日臻完善，水利管理得到加强；水利改革逐步深化，科技和对外合作成果丰硕；党的建设和精神文明建设全面推进，水利系统凝聚力、战斗力进一步增加。（改革开放30年主要的成就） Moreover, the great achievements of construction of electricity and water facilities and electrification in countryside have made important contribution to the development of mountainous areas; the conservation of water and soil as well as the construction of ecological environment has made headway steadily and achieved prominent economic and social benefits; the legal system associated with water conservancy has been perfected gradually and the management of water conservancy has markedly improved; the reform of water conservancy has gradually been intensified and the results of technology and foreign cooperation are flourish; the construction of Party and the spiritual civilization has been promoted in a comprehensive manner. 继续等待 |

新时期江西水利面临良好的发展机遇：鄱阳湖生态水利枢纽工程前期工作正在积极推进，峡江水利枢纽工程等一大批民心水利工程开工兴建。江西水利人将认真贯彻党的十七大精神，以科学发展观和人水和谐治水新思路为指导，抓住机遇，深化改革，加快发展，着力解决面临的洪涝灾害、干旱缺水、水土流失、水污染四大水问题，促进全省经济社会又好又快发展，为在新起点上实现江西崛起的新跨越提供有力的水利保障。（展望未来） In the new period, Jiangxi water conservancy is faced with good opportunity for development: The preparation work for the ecological water conservancy project in the Panyang Lake area is going smoothly and a number of water conservancy projects such as the Xiangjiang water conservancy project has broken ground and in construction. We will strictly implement the spirits of the 17th Congress of the CPC. In line with the viewpoint of scientific development and the new ideas of harmony between water and man, we will grip the opportunity, deepen reform and speed up development as to resolve the four main puzzlers we are facing which are the disaster caused by flood and drougnt, water scarcity, soil erosion and water pollution. In so doing we can make contribution to the rapid and harmonious development of our province and provide more powerful insurance for Jiangxi province to take new leap forward for her spring up at a new staring point. |
