[交流] 《Applied Energy》是被拒，但decision letter里又让重投，不解。

近期投稿到Applied Energy，从投出到编辑决定用了不到一个月，速度很快。有个问题，投稿系统里显示complete reject。但是Decision Letter中编辑写着“We do allow authors to resubmit a revision of a previously rejected paper provided a significant revision has been made. In case you want to re-submit the paper, please make sure that: 1) you clearly explain the situation in the cover letter to the Editors, with clear reference to the previous manuscript ID, 2) the manuscript that you submit is marked highlighting the changes made in relation to the duplicate submissions, and 3) the point-to-point replies to the previous submitted manuscript(s) editors and reviewers’ comments and questions are included.”这是拒后重投？这样是不是比大修还要大修的意思，因为审稿意见里外审专家的意见都是有新意，需要按照修改后录用，具体审稿意见一大堆，而且有些不好满足。我是不是按照审稿意见好好修改再重投的节奏。另外系统的决定选项里没有reject and resubmit的选项，一定要按照新投论文再投搞？
