请各位吴彦祖帮忙看下，编辑说没选国外审稿人所以被拒，请问可以重新投吗？已有4人参与

According to the instructions of Journal of Alloys and Compounds, it is requested to suggest 3 possible reviewers, who are not from your home country. We regret to inform you that we cannot admit the manuscript into the formal peer review process. Please provide a list (affiliation and e-mail address) of at least three knowledgeable scientists outside your country working in your field who might review the paper. Please note that the e-mail addresses for recommended reviewers must contain a legitimate university, institute or company address (not a generic or personal address).
