[求助] IEEE Transactions on Industrial Electronics 在哪里提交补充材料

第一次提交TIE，准备了实验相关的补充视频，
但是投稿系统里File Upload写着
In the case of initial submission please do not upload any other files but your manuscript in the IEEE double column format with all information about authors. New manuscripts cannot exceed 8 pages (3 for letters). Only a very limited overlength (1/2 page at most) is tolerated.
在Details & Comments又有
Does your manuscript contain supplementary materials such as multimedia, extended objects, or any other item intended for publication but not included in the main body of the paper? Supplementary materials must go through review and may not be added after acceptance.
请问各位大神补充材料是在哪里提交呀？

你好！上传文件的步骤里确实是有other的选项，但是页面最上方General information有这样的话：In the case of initial submission please do not upload any other files but your manuscript in the IEEE double column format with all information about authors. ，请问是可以提交的吗？

请问补充材料要在什么时候提交呀？
In the case of the final submission please upload only one zip file with all required documents. To do this please use the second row in the table and as designation please select "other".
还是说最后打包一起提交
