（3）秸秆直燃发电模式 秸秆直燃电厂所享受的扶持政策主要是上网电价补贴，其上网电价组成：2005年江苏省脱硫燃煤机组标杆上网电价（0.386元/千瓦时）、可再生能源电价补贴（0.25元/千瓦时）以及可再生能源接网费（0.01元/千瓦时），共计0.646元/千瓦时。基本上网电价部分由江苏省电力公司支付，可再生能源电价补贴、可再生能源接网费部分按国家有关规定从可再生能源电价附加中支付。 电厂所在地的当地政府的行政推动。一方面大力宣传和推动秸秆发电产业，制定制度，出台相关文件，组织各级政府推动禁烧秸秆工作，引导和劝阻农民农忙时随手乱烧秸秆，避免了恶化环境，浪费宝贵的秸秆资源的行为，劝导农民将剩余的秸秆卖给电厂（收购站），使其真正明白变废为宝的作用，为电厂的秸秆收购做好基础服务；另一方面，给电厂（收购站）的运输开通绿色通道，允许运输车辆加宽、加高，有效保障秸秆等生物质的运输工作。 但是国家对秸秆发电项目的扶持政策不到位。在秸秆等生物质燃料的价格不断提高的情况下，仍然以“2005年江苏省燃煤脱硫机组标杆上网电价（0.386元/kWh）+补贴电价（0.25元/kWh）+可再生能源发电项目接网费（0.01元/kWh）”作为秸秆发电项目的上网电价，这样显然是不合理的。 国外的生物质发电是在不同的政策激励和扶持下逐渐发展起来，并形成了目前蓬勃发展的生物质发电产业。国外鼓励生物质发电发展的政策主要体现在价格激励、财政补贴、减免税费等方面。 在我国，《可再生能源法》明确指出要制定激励可再生能源发展的税收优惠政策和贷款优惠政策。国家通过资源综合利用等途径，给予了风电增值税减半征收，城市生活垃圾发电增值税即征即退的优惠政策。尽管国家明确规定，秸秆直燃发电应该享受财政税收等优惠政策，但是至今相关政策未出台。根据《可再生能源法》规定要求，财政部设立了可再生能源发展专项资金，出台了《可再生能源发展专项资金暂行管理办法》，但如何申报资金、优惠政策幅度多少等没有明确提出。同时，该办法将风电、太阳能及海洋能发电作为重点补贴对象，而没有明确将秸秆直燃发电列为补贴范畴。所以当前国家对秸秆直燃发电项目的扶持没有到位。 |
