（3）秸秆直燃发电模式
秸秆直燃电厂所享受的扶持政策主要是上网电价补贴，其上网电价组成：2005年江苏省脱硫燃煤机组标杆上网电价（0.386元/千瓦时）、可再生能源电价补贴（0.25元/千瓦时）以及可再生能源接网费（0.01元/千瓦时），共计0.646元/千瓦时。基本上网电价部分由江苏省电力公司支付，可再生能源电价补贴、可再生能源接网费部分按国家有关规定从可再生能源电价附加中支付。
电厂所在地的当地政府的行政推动。一方面大力宣传和推动秸秆发电产业，制定制度，出台相关文件，组织各级政府推动禁烧秸秆工作，引导和劝阻农民农忙时随手乱烧秸秆，避免了恶化环境，浪费宝贵的秸秆资源的行为，劝导农民将剩余的秸秆卖给电厂（收购站），使其真正明白变废为宝的作用，为电厂的秸秆收购做好基础服务；另一方面，给电厂（收购站）的运输开通绿色通道，允许运输车辆加宽、加高，有效保障秸秆等生物质的运输工作。
但是国家对秸秆发电项目的扶持政策不到位。在秸秆等生物质燃料的价格不断提高的情况下，仍然以“2005年江苏省燃煤脱硫机组标杆上网电价（0.386元/kWh）+补贴电价（0.25元/kWh）+可再生能源发电项目接网费（0.01元/kWh）”作为秸秆发电项目的上网电价，这样显然是不合理的。
国外的生物质发电是在不同的政策激励和扶持下逐渐发展起来，并形成了目前蓬勃发展的生物质发电产业。国外鼓励生物质发电发展的政策主要体现在价格激励、财政补贴、减免税费等方面。
在我国，《可再生能源法》明确指出要制定激励可再生能源发展的税收优惠政策和贷款优惠政策。国家通过资源综合利用等途径，给予了风电增值税减半征收，城市生活垃圾发电增值税即征即退的优惠政策。尽管国家明确规定，秸秆直燃发电应该享受财政税收等优惠政策，但是至今相关政策未出台。根据《可再生能源法》规定要求，财政部设立了可再生能源发展专项资金，出台了《可再生能源发展专项资金暂行管理办法》，但如何申报资金、优惠政策幅度多少等没有明确提出。同时，该办法将风电、太阳能及海洋能发电作为重点补贴对象，而没有明确将秸秆直燃发电列为补贴范畴。所以当前国家对秸秆直燃发电项目的扶持没有到位。

Total price was 0.646Yuan/kWh. Internet access price as foundation was paid by the Jiangsu Provincial Power Company, while subsidy for renewable energy electricity and renewable energy network access charge were paid from renewable energy electricity price in accordance with relevant state regulations in part.

Power plant was administrated by the local government to. On the one hand, there are vigorous publicity and promotion of straw power generation industry, with policies established and introduction of relevant documents, also we should organize all levels of governments to promote forbidden work of straw burning and burning straw at will when the farmers picked, in order to avoid deterioration of the environment and waste valuable resources of the straw , as well as to persuade farmers to sell the remaining stalks to power plant (recycle bin), so as to genuinely understand the resource role of the straw, setting up a foundation for basic services; On the other hand, providing power plant (recycle bin) with transportation opened free-channel, allowing transport vehicles widened, raised, in order to effectively protect transportation of straw biomass, etc.

Our country provided wind power with half of value-added tax collection and municipal solid waste generation with value-added tax through several channels such as the comprehensive utilization of resources. Although the state has clearly stipulated that straw direct-fired power generation should enjoy, such as fiscal and tax, etc., preferential policies, but so far failed to issue the relevant policies. According to "Renewable Energy Law" requirements, the Ministry of Finance has set up a special fund for renewable energy development, and introduced a "renewable energy development in the provisional management of special funds". But how to declare funds, what extent of preferential policies, have not specified. At the same time, the approach considered wind power, solar and ocean energy subsidies as a key power generation, while not explicitly taken straw direct-fired power generation into account. Therefore, now, current situation of straw direct-fired power generation fails to be supported by government.
