COMMENTS:
The Keggin anion identity facilitates arrangements in crystallized phases that induce to error easily. Keggin.
First, disorder of the central ion (Si in this case), evidenced by octahedral environment instead of tetrahedral is a proof of disorder.
Second, since W is a heavy atom, once W positions are found (very close for a keggin or its 90 degrees rotated anion), the R factor goes down to 0.10 easily
third, if that happens, the rest of the structure will show the resulting artifacts derived from a wrong fitting: M-M wrong distances, O-M-O wrong angles. So, no conclusion can be drawn
The authors should revise papers published in that respect in the 70 s and 90's , (see Baker, Casa-Pastor et al, JACS)
