请教大家两个句子的翻译 已有1人参与

从语法角度上，focus on 和approach是并列的谓语，主语应该都是disturbed systems,但是从意思上说感觉更应该是current policy initiatives. 第二个问题，instead是而不是的意思，这里是有转折的意思，而且这个句子好像不太完整，需要更多的语境来具体分析。 只能分析到这了  发自小木虫Android客户端 |
