The manuscript will then undergo a new review process. Please do not resubmit this paper or its revision to TKDE within the next 3 months. The associate editor has the following comments for you: While the paper appears to have reasonable technical material, all three reviewers have considerable reservations about the presentation of the paper, which makes the technical contributions unclear. The authors should revise the paper substantially for clarity and resubmit as new. 三个reviewer意见都是major，第一次投不知道重投希望大吗？还是这是委婉的拒绝的意思。 |

三个审稿人的意见都是major,编辑的意见是While the paper appears to have reasonable technical material, all three reviewers have considerable reservations about the presentation of the paper, which makes the technical contributions unclear. The authors should revise the paper substantially for clarity and resubmit as new. |
