(XX-XX-2017) which you submitted to the SCIENCE CHINA Physics, Mechanics & Astronomy. Recently, the editorial board of SCPMA has made a significant step to drastically raise publication standard and accelerate the editorial procedure. It is now our policy to decline a manuscript in the earliest editing step by the editorial staff, on some occasions after consultation with the Editorial Advisory Panel, when the paper does not meet the publication standard in SCPMA.
