[求助] APL找不到审稿人，被拒稿，能不能申诉？已有4人参与

编辑找了五个审稿人，都拒绝审稿，最后编辑将文章拒了，还能不能申诉？

Despite this number of reviewers, we have been unable to secure sufficient, substantive reviews to make an informed editorial decision. We typically require two reviews to make a decision but can make a decision with a single, comprehensive review. Neither of these requirements was met in this case.

When an exceptionally large number of qualified reviewers within the field of a paper decline the review assignment, this is generally seen as an indication of a lack of interest in the topic of the paper for the readers of our Journal. In such cases, we find that continuing to look for qualified reviewers who will accept the assignment leads to further delay. I am, therefore, returning the paper to you, so you can seek publication elsewhere where other qualified reviewers may be found. If one review was obtained, the reviewer's comments are given below for reference.
