分析句子结构

雅思作文范文7.0里有一个句子 Looking more closely at the map predicting the future development of the city， a lot of modifications can be observed. 开头用looking 应该是分词做状语吧，但是主语是modifications，这样的结构对么？？ |

解释的不对么。。。。。，句子完整的形式就是when you look more.........,把when you 去掉就变成looking more.......,是做状语啊  发自小木虫Android客户端 |
