投稿期刊，论文摘要因投过一个会议而被编辑拒掉。如何是好？ 已有2人参与

下面是编辑的拒信。事实情况是我确实向年初的一个国际会议投了摘要和全文，但最后因为签证问题没去成，个人认为会议论文不应该算是被发表过。不知CrossCheck功能竟如此强大。像我这种情况该怎么办呢？在coverletter 中说明情况然后重新投稿？求经验人士帮助~ Dear XXX, In reviewing your manuscript, I discovered that there are sections which seem to be unoriginal, having appeared in the following previously published work: Your Abstract appearing in "XXX" Conference organized by the ANS's Aerospace Nuclear Science and Technology Division. In this case, the overlap goes beyond the normal occurrence of standard phrases in your field. Specifically, the Abstract and the Conclusions section of your paper contain a significant amount of verbatim textual overlap with the mentioned previously published work. For this reason your paper cannot be considered for publication. It is the policy of Progress in Nuclear Energy to publish new and original work. Text copied from copyrighted works from third parties, even in an introduction, should never be used without clearly identifying the other source (either by quotations or indentations). Every paper should present some novelty and new results in the form of a unique paper written in an author's own words.
