Comments and Suggestions for Authors
1) The article concerns a well-known method used in assessment of quality of paper-oil insualtion of transformers - FDS. The title indicates that the authors focused their work only on fundamental studies without deep analysis of the special factors which are developed by the authors in order to improve the FDS method. From this point of view I suggest to consider another title of the paper - more proper to the studies presented. 2) I have also a lot of doubts in relation to the Abstract. The presented conclusions from the experimental stuides are very obvious (well-known in the literature) so the authors should mention this fact. This is not a novelity which range of frequency in FDS method is responsible for which effect in paper-oil insulation. The rest of the abstract may be accepted. 3) In general the first part of the paper (Section 3.1) brings no novelity and could be presented in more limited range. I suggest to point out, in presentation of conclusions from this part of the studies, that the authors' observations are in accordance to the knowledge in the field of FDS method. You can relate your studies to the important documents in this field like: Cigre Brochure no 349: Moisture equilibrium and moisture migration within transformer insulation systems, June 2008 and Cigre Brochure no 414: Dielectric Response Diagnoses For Transformer Windings, April 2010 Minor comments: In formula (2) epsilon prim and epsilon bis are introduced but they are not described. It is obvious what they mean but for non-profesional readers it must be clearly explained. Section 2.2: Use three-electrode system rather than three electrode (with space between three and electrode) The sentence starting from "Then, in order to prevent..." is really difficult to understand. Please rewrite it. The sentence starting from "The instrument ...": use "Analyzer of ..." Section 3: What does it mean that oil and paper were set to 20:1 ratio? Please present this aspect more clearly. Use days not abbreviation "d" in description of aging days in the text. The sentence starting from :The moisture content of ..." is not gramathical. Section 3.3 / 3.3.1 3.3.2 - there are no capitals in the in titles of Sections Use "Table presents..." rather than "Table is..." (It is not gramathically corrected) In general there are some typos and grammar. Please read the text of the article carefully and correct them.

Dear authors,



I would like to congratulate you for a very good paper. I recommend the paper for publication.

However, I have several comments and suggestions that I consider of interest for improving the paper:



I kindly suggest to detail what are terms such as Sm, SPD, gamma and phi in the abstract although you have mentioned them in the body text. Besides, could you explain more in detail this sentence "could eliminate the internal influence between moisture and aging degree." in the abstract?



I consider that the introduction should be improved and additional papers should be discussed comparing your research with more previous ones.



For example, which are the main differences between your work and others such as:

"Field experiences with measurements of dielectric response in frequency domain for power transformer diagnostics," in IEEE Transactions on Power Delivery, vol. 21, no. 2, pp. 681-688, April 2006. doi: 10.1109/TPWRD.2005.861231

Regarding "the remaining life of the transformer largely depends on the insulation status of ol-paper" why not to talk about partial discharges and to include references from mdpi and other journals, not only about partial discharges, but also regarding remaining life of power transformers, statistical data, etc.



About your sentence "The aging degree of oil paper insulation will directly determine the service life of the transformer, when the aging degree reaches to a certain extent, the transformer insulation will be completely ineffective." Why not to talk about breakdown and its consequences?



Due to you are analyzing the combined effect of moisture and aging, you must compare your proposal with others more in details such as those mentioned below and/or others:

MC should be defined in Table 2 and the rest of terms such as A0 should be referenced as samples in the text.

When you are using low-frequency and high-frequency, please describe in a table which ranges of frequencies correspond with these bands, due to in i.e. radio spectrum, it refers to very different ranges.

Discuss more in detail the sentence "therefore, in evaluating aging degree and moisture content, the assessment method can not only take individual factor into account and ignore the impact between the two."
