the United States has not lived up its commitments under the Iran deal in not ensuring that Iran fully benefits economically from the lifting of nuclear-related sanctions.
the United States为主语，has not lived up谓语，its commitments 宾语，under the Iran deal后置定语，后边就不会了

In not ensuring that ... 是状语，修饰前面的 has not lived up to its commitments。
另外，我认为不是live up 而是live up to。

嗯，厉害，听力里确实是live up to，但是我还有一点不明白，直接用not ensuring that...不行吗？放个in在哪里就有点不明白了，加个which也好啊，原句是这样的
Iran's Supreme Leader Ali Khamenei and other Iranian officials have complained that the United States has not lived up to its commitments under the Iran deal in not ensuring that Iran fully benefits economically from the lifting of nuclear-related sanctions.

通常作为习语，in 与 that 连在一起，后接一个由此that引导的句子，表示因为……。我在牛津词典上找到这样一个例句：She was fortunate in that she had friends to help her. 她很幸运，（因为）有一些朋友帮助她。我认为此句中的in 与你所给的句子中的 in 用法是一样，只是你给的句子后面跟分词，但都是作为状语，表原因。按此句，意思大概是：（美国没有履行其给伊朗的承诺，）因为它没有确保伊朗在经济上从解除与核相关的制裁中充分受益。
that Iran fully benefits economically from the lifting of nuclear-related sanctions.
