第一次投这个期刊，大家帮忙看一下这种情况是应该重新投一个还是投一个修改的附带审稿人问题的回答？ 谢谢！ I am writing to you concerning the above referenced manuscript, which you submitted to the IEEE Transactions on Signal Processing. Based on the enclosed set of reviews, I regret to inform you that your manuscript has been rejected for publication (**See note below about attachments). The reviewers pointed out several critical issues that need to been solved before your article could be considered adequate for publication in IEEE Transactions on Signal Processing.
