投稿IEEE Power Delivery 二审被拒，申诉主编回复两个选择，如下： I have examined your paper. There are two options: 1) I can ask the editor to reassess your response, if he still recommend rejection, your paper will be rejected. Note that this is a careful editor. 2) You can re-submit as a new paper per the following information. If you prefer option 1, let me know. === （此段内容其实为主编之前拒稿的decision letter的内容） We regret to advise you that the Reviewing Committee is unable to accept the subject paper for publication as a PES Transactions paper even with possible revisions as additional research is needed. The reviewers and editor recognize that the paper may have some contributions. However, the concerns raised by them cannot be addressed with a simple revision. So you are encouraged to conduct further research and improve the writing. If the results are favourable, you may submit the work as a new paper. If you plan to do so, fully address the comments of the reviewers with additional research. As a rule of thumb, we will consider the new submission only AFTER AT LEAST SIXMONTHS of research and revision. Please indicate in the cover letter that the paper was rejected before. If you wish, you can include a response to the reviewercomments in a separate file. 申诉后主编给出的两个选择，一个是他请求编辑再看看，如果编辑还是拒稿，那就拒稿，也表明该编辑比较细心严谨；另一个选择就是重投，但是根据上面的话的意思，似乎要等6个月再投，跟之前拒稿的决定是一样的。本来申诉的目的，就是系统能重投，缩短“6个月”这个期限。不知道怎么办，求助大家，还望相助，不胜感激 |
