[交流] 求助~~~投TAC，编辑审稿意见回信有一句搞不懂什么意思，请大家解释一下已有4人参与

第一次投sci期刊，投的TAC，一篇长文一审将近8个月回来说暂时拒绝，让改成technical note重投。改了4个月投过去，又是4个月，今天刚到的审稿意见，
“Based on the reviews, it is our decision that the paper cannot be
accepted for publication in the Transactions in its present form.
Please see the Associate Editor's report attached.

We encourage you to examine carefully the comments of the enclosed
reviews and to consider making a major revision of the paper, which can
be resubmitted to the Transactions on Automatic Control within 4 months
from the date of this letter. You should include a detailed "author's
response" document describing the changes in the paper with respect to
each of the reviewers' comments, and you should refer to the present
paper number. Please note that if the technical and other issues are
not resolved in the revision, the paper will be permanently rejected.
There will be no further 'reject but may be resubmitted' decisions.”

求教大家那句“Please note that if the technical and other issues are not resolved in the revision, the paper will be permanently rejected. There will be no further 'reject but may be resubmitted' decisions.”是什么意思？是说再不接收就没有修的机会了吗？
