Your manuscript, listed above, has recently completed an initial review by the editor. The decision was to decline the manuscript with the suggestion that you revise and resubmit as a new submission after the following revisions are made.

Editor's Comments:
It appears that the literature review in this manuscript is not balanced. The authors are encouraged to review closely related papers published previously in IJOG and other journals, and improve the state of existing knowledge on the topic covered in this manuscript, and resubmit for possible publication consideration. Alternatively, it can be submitted to another journal more closely related to the topic.

If you decide to revise and resubmit, first please correct the following:

1. Remove the figures in Microsoft Word from your submission and upload them separately (one figure per file) in TIFF, EPS or PDF format. If uploading PDF figure files, please check to make sure the fonts are embedded (see https://ascelibrary.org/userimages/ContentEditor/1413213918402/ASCE%20PDF%20Figure%20Tool.zip for instructions for PDF figures). Also, please make sure to reference the figure number in each file name.

2. All references should be listed alphabetically, last name first, first name last in the reference list. See the chapter 5, page 29 of ASCE Author’s Guide at https://ascelibrary.org/doi/book/10.1061/9780784479018) for more information on reference list formatting.

3. Please make sure if you have figures labeled as Figure 1a, 1b, etc. that the captions for these parts of the figure are included in your Figure Caption List (see figures 4, 5, and 15).
