我的论文里引用了别人论文里的实验的图和实验数据，图是介绍实验情况的那种图，我参考原图改画的，我文中说明了实验的来源。这篇信的意思是不是让我先征求到实验来源文章作者的同意啊？“Please do not hesitate to contact me at any time regarding your paper quoting the above reference.”这句话是让我在什么情况下联系编辑啊
现在这篇论文一直是等待分配审稿人的状态“Awaiting Reviewer Assignment” ，两个多月了
