F4签证排期到了可以拖多久再缴费填表？

舅舅在纽约，给妈妈申请的移民签证排期到了（等了10多年的说）。收到一封The National Visa Center (NVC)的信，但是她想尽量往后拖一拖时间，想问一下 （1）这些填表缴费什么的最晚可以拖多久？她还要学英语，辞职之类的都需要时间。 （2）填了之后估计还要几个月面试？面试后多久必须出去？ （3）出去后要呆多久？6个月？ 谢谢各位啦！ 信的主要内容如下 Next steps: Go to our website and complete the six steps below to begin NVC processing.
