投了国际会议未注册未参会，还可以另投稿吗？ 已有1人参与

| 投了在美国举办的2015 ASME国际会议并且被录用了，但签证一直没下来，因此没注册也没去参会。在网站上看到ASME会议的政策“According to ASME's presenter attendance policy, if a paper is not presented at the Conference, the paper will not be published in the official archival Proceedings, which are registered with the Library of Congress and abstracted and indexed. It will also not be published in the ASME Digital Collection and may not be cited as a published paper.”。是不是说这篇文章不会被收录，在网上也检索不到？请问我这篇文章能否再另外投稿呢？ |
