materials letters还可以这样拒稿？ 已有3人参与

我的从编号到with editor就两天，两天就拒了，哪来的reviewer comments。我也是醉了。还有letters一般不是要求有新意么？怎么还可以说Editor's/Reviewers' comments: The paper is too speific for ML   Thank you for submitting the above paper.
