last 3 years是指哪三年？2012-2014 or 2013-2015 已有3人参与

期刊要求参考文献中近三年的文章不少于25%，想问一下大家，近三年是指2012~2014年的，还是2013~2015年。 F. References must contain no more than 20% self-citations. At least 25% of citations must be from the last 3 years.
