how to find a suitable shift leader?

| We are ready to hire a shift leader for our new plant, but the position has been posted on 51job for over one month, we still can't find a suitable person, over the past month, we asked some candidates for interview, but the result was not good, some good candidates we admired got other companies offer before we asked him for second round interview, some candidates are very good, but they don't pass the background investigation, I am so nervous, because we should find a shift leader before late June, otherwise our new project may be delayed for the training for this shift leader, Emuch friends, how do you find some workers?
