[交流] 在一个会议中建立的杂志能投吗？投这样杂志性价比高吗？谢谢！

最近参加了个nuclear的会议，叫ICAPP（International Congress on Advances in Nuclear Power Plants），并做了报告，有了个proceeding。会议之前收到他们会议一封邮件，说有个新杂志EPJ-N开放了，邀请我投稿。邮件是这么说的：
“As an author, you are invited to submit on-line. There will be also the opportunity to submit on-site during the event next week, as the journal will be officially launched in ICAPP on May 5. The European Physical Journal-Nuclear (EPJ-N) is a new open-access on-line international journal for the communication of original research, ideas and developments in all areas of the peaceful use of nuclear energy, as well as on applications of nuclear particles and radiation.EPJ-N publishes technical papers, technical notes, critical reviews, selected papers from workshop and congress proceedings, computer code abstracts, and letters to the editor.EPJ-N aims to serve its academic community, industry professionals, research institutions, government agencies and policy-makers concerned with the research, technological development and application of nuclear science and technology.”
查了下这个EPJ是EUROPEAN PHYSICAL JOURNAL，之下有各种领域的子刊，比如EPJ-A，EPJ-B等等。影响因子也参差不齐，有的高到5，有的低于1。目前给我发邮件这个杂志看样子是新的，我也没有查到相应的影响因子，我想问大家有遇到过类似的情况吗？投到这种杂志性价比高吗？谢谢！
