这篇论文是委婉的拒绝了还是他真的让先修改论文
这已经是第二次让修改了
之前我让一个在美国呆了10多年的人改了

4. Provide or modify the item/information as requested.

6. View and Approve your new PDF file including the changed item(s), or if needed, Edit again.

过了以后才修改语言啊？

没有这一说的，语言太差，或者格式没有严格按照杂志要求。工作人员会直接打回，不会送编辑的。总不能让审稿人老给你改句法、语法错误。
建议把投稿指南打印出来，仔细核对文章格式。并仔细检查文章语言。
