This is a biennial series of conferences technically co-sponsored by IEEE ComSoc. Papers should be concisely written. Suggested paper length for review is 5-page in IEEE conference proceedings format (two column and 10-point font). Papers which are accepted will appear in IEEE Explore and Ei. Tutorial Proposal ================= The conference will include full-day and half-day tutorials.
