Are submissions refereed?
Submissions are not refereed. They will be checked only for relatedness to the topic area, but not quality or novelty. Papers passing this simple check will appear in the repository at the next announcement time.

What about copyright?
Submission to CoRR does not require a transfer of copyright. Authors will continue to retain copyright when they submit (although they may have to transfer rights if they wish to publish in certain journals).
